Risultati di apprendimento previsti: The course intends to give participants the tools to understand the main features of WTO and EU rules on international trade, and the relationships between the two systems of law.

The Principle of Transparency in the WTO and in the EU


Programma: The course intends to give participants the tools to understand the main features of WTO and EU rules on international trade, and the relationships between the two systems of law.
After having introduced the main features of the WTO legal order, the fields of trade in goods and services will be the object of consideration, through an analysis of the GATT, the TBT and SPS Agreements, and the GATS.
Then, the focus will be on how the EC and now the EU participate in the WTO, taking into account both organizational issues, and the role of WTO law in the EU legal system.
The main features of the EU common commercial policy will be further made the object of the study, as well as the main features of EU competition and internal market law, taking especially into account their significance for international trade.
Special attention will be paid to the transparency principle, and to the way in which it is implemented in both systems.

Metodi didattici: Participants will be asked to prepare classes by reading some materials assigned to them week by week, via the e-learning site of the course. Students will be required to actively participate in the discussion of the readings assigned during the course. Active participation is therefore a prerequisite for successfully attending the classes.
Students who won’t be able to attend the course and will still want to take the exam are invited to prepare the course by reading the collection of articles and materials by Prof. J.H.H. Weiler, International and Regional Trade Law: The Law of the World Trade Organization, downloadable at

Metodi di valutazione: Students actually attending classes will be required to discuss of the readings assigned during the course.
