The course provides an understanding of the macroeconomic functioning of agricultural and food economy discussing the goals of agricultural policy and illustrating the economic policy tools applied on the agricultural and food sector |

Final written texts including short and open-ended questions.
Alternatively, students that participate to class could take part to three short written texts that will take place during the course. In addition, at the end of the course students will discuss a research paper agreed in consultation with the course lecturer |

1. Basic elements of economic policy (1st ECTS - 8 hours)
- Normative models and economic policy.
- Goals of economic policy.
- Models of economic policy
2. Theory of Public choices (2nd ECTS - 8 hours)
- Public choices according to the theory of voting
- Public choices in relation with the social welfare function
- Public choices in representative democracies
3. Public intervention in agriculture (3rd ECTS - 8 hours)
- Instability and uncertainty in agriculture
- Reasons underlying the public intervention in agriculture.
- Government support level
4. Global agriculture market and liberalization (4th ECTS - 8 hours)
- Theories in favor and against agricultural liberalism
- International policy: from GATT to WTO
- US Agricultural policy
5. The Common Agricultural Policy (5th and 6th ECTS - 16 hours)
- History of the EU
- CAP: objective and evolution over time
- Evolution of the Common market organizations
- The CAP and the GATT/WTO agreement
- Policy Decupling
- Externalities and non-traded goods
- Recent evolutions of CAP towards 2020
6. The national and regional agricultural policies (7th ECTS - 8 hours)
- Evolution and future of national and regional policies
- Structural policies
- Agri-environmental policies
- Rural development policy and evolution towards 2020
7. Impact analysis of Common Agricultural Policy (8th ECTS - 8 hours)
- Methods of analysis of policy impact
- Impact assessment papers discussion. |
